Evaluate before you buy

“Before we buy this, does it duplicate what we have?”

The cheapest overlap to avoid is the one you never purchase. Check a proposed tool against the model at intake and you see whether it fills a real gap, repeats a capability you already run, or could be met by something already owned.

How to run it
  1. Map the proposed tool to the HERM capabilities it claims.
  2. Check the coverage map for those capabilities.
  3. Compare against the systems already delivering them.
What you're looking for

A capability already well covered (buy with caution), a genuine gap (a strong case), or an owned platform that could simply extend.

A procurement recommendation grounded in the portfolio, not the vendor's demo.

A worked example

A department requests a new scheduling tool. The model shows the capability is already delivered by a module in a platform the institution owns. The purchase becomes a configuration, and a recurring cost never starts.
